WG4: Biometrics and e-ID

WG4 eID and Electronic Services

Until now biometrics are mainly being associated with large identification systems in the criminal and law enforcement environment (searches in national databases, EURODAC, BMS) and with local verification systems such as access control. The exact requirements for using biometrics in electronic environments are not yet fully understood, neither by governments that are currently implementing their national eID schemes based on a national identity card, nor by the public. Furthermore hybrid use cases for governmental and non-governmental electronic services are not sufficiently addressed. The working group on eID and Electronic Services will focus on use cases for biometrically enabled electronic services in a broad sense, resulting in a reference framework for international policy supporting the usage of biometrics for authentication and verification. Attention will be paid to the case of patient identification in health care.

Projects will be involved that could inform BEST Network as well as those that could benefit from BEST Network’s expertise, outcomes and network. As a result WG4 seeks to cooperate with European initiatives on eID such as ENISA and STORK, by taking into account the results and outcomes of those projects and by stimulating bilateral and multilateral discussions and work sessions. Efforts will be made to suggest the creation of an ENISA working group or similar working track together with ENISA to take advantage of the potential synergies especially with the future policy issues.
